Can we install and configure BI client tools? if we are on cloud platform to generate a Metadata Dictionary

Hello Everyone,

We are researching on how to generate Metadata Dictionary information to helps us in knowing number of Answer and BI Reports in reporting platform and table ,metrics, attributes, and dependences. Does anyone know if we can install and configure client tools(BI Administration Tool)  if we are on Oracle HCM cloud platform?
