Change Personal Information Workflow Approval Information

We have notice that since 19D our workflow approval information in the notification/email for the Change Personal Information transaction has changed. The notification/email use to include the complete address prior to the change and the complete address that was proposed by the employee in employee self-service.
Out problem now is that payroll department isn't really approving the requested address change. By that i mean payroll is approving, but the approval itself has no value to be performed yet needs to be performed.
The approval is really important if an employee changes their home address which is used for payroll taxing. With the notification/email now only supplying say address line one with it being the only piece of the address to be changed by the employee, payroll is not aware of the other address details i.e. city, county, zip code etc.
