What time does a 'Pending Worker' convert to an 'Employee'?

What time does the system terminate a pending worker and changes them to an employee?

Is this done at 12:00:01am local time the system is setup in?
Or is it UTC time?

Where can I find the setup of the timing of this conversion?

Thanks
Pip
