HR_ORG_UNIT_CLASSIFICATIONS_F not aligned with HR_ALL_ORGANIZATION_UNITS_F

Summary

Some fields are empty in HR_ORG_UNIT_CLASSIFICATIONS_F although populated in HR_ALL_ORGANIZATION_UNITS_F for some departments only

We are using OTBI for some reporting and rely on table HR_ORG_UNIT_CLASSIFICATIONS_F for Departments related attributes.
We noticed that for some departments not all the expected fields are populated although table HR_ALL_ORGANIZATION_UNITS_F is properly showing the expected data. This is not occuring for each department.
We are updating Organization and OrgUnitClassification using HDL.
Did you experience the same? Do you know under which condition/with which process HR_ORG_UNIT_CLASSIFICATIONS_F is updated?
