Newsfeed - Top of screen message bar

Hello!

I think this has been asked before but we keep seeing official imagery from Oracle with what looks to be a message bar feature at the top of the newsfeed page under the search bar.

We are often asked if we can use a feature like this to publish key messages such as:

• Salary review timelines
• Notification of issues 
• Notification of downtime (for quarterly patches)
• Key messages e.g. update emergency contacts etc

Could any confirm if this is existing functionality, or a future update,
