Updated images in Resource Manager not displaying

We have updated some images related to "Category" items, and included the new images into the Resource Manager. However the end-users are not able to view the images, from the Course Catalog. When the end-user views the Course Catalog, they view a lock image. When I log in as an Administrator, I am able to view the images. I have uploaded the images in the Resource Manager, into my personal files, the Learn Center and Global folders. I have checked the permissions, widgets, and resource manager, any thoughts?
