Double 'Submit' is required after 19D release

Summary

After 19D was released we now have to hit the 'Submit' button twice

After 19D:

Create expense report, click the 'I have read the policies' link, hit submit.  Nothing happens at this point, we have to reselect the policy link and hit 'Submit' again.  

Have any others had this issue?
