Identify certain colleague populations in HCM

Our business has the ability to identify certain groups of colleagues across our organisationContent
Hi there,
Our business has a requirement to identify key groups of colleagues across the business. For example we may want to identify all colleagues who are skilled in say 'Data' or 'Product Management'. These roles can sit across various Legal Entities, Business Units and Departments but would share a common skill set or function within the organisation.
My initial thought is to use content types or talent profiles for this but I am wondering what other customers have used in similar scenarios?
