19D - Time Card Approval notification Custom Template Issue

TimecardApprovalNotificationTemplate has been customized and placed under /Custom/Human Capital Management/Workflow Notifications. It was working properly till 19D upgrade. After 19D upgrade custom template is not being picked up and it is picking up the seeded new template.  

Anyone else is facing the issue?
