Configuration for dismissing multiple notifications from different delivery mediums

Users cannot remove notifications that are delivered in the "Bell", cards and e-mail

In our configuration, a user will receive a "Bell" notification  (in the upper right page of HCM home page), a card notification in the middle of the home page, and an e-mail notification when they have a task to perform or a notification to read.  When the card is dismissed, the "Bell" notification and e-mail are not also dismissed.  So some users have a large number of bell notifications when they have none in the middle of the home page because they dismissed the notification in the middle but not the bell.  I.e., if an associate wanted to get rid
