Getting error message when trying to view the attachment

Hello Experts,

One of the users is receiving the email notification for the document of records along with the attachment link. But when the user clicks on the attachment link, the user is getting the below error message:

You do not have permission to view the attachment

Does anyone have any idea why the user is seeing this error? Can anyone help me with this issue? Any input will be highly appreciated.
