Why does employee self service say "You have not saved your changes." when you leave the page, even

Summary

Why does employee self service say "You have not saved your changes." when you leave the page, even though the user has submitted their transaction.

Content

When you are in employee self service, and you submit a transaction like changing your home address or phone number, then try to leave the page, you get a pop-up message that says.  "You have not saved your changes. If you close this flow your changes will be lost.  Do you want to continue?"    This message is clearly wrong, and is confusing to users.   Is there a way to turn this off if the user has indeed submitted the transaction?
