Is it possible to view comments and/or attachments which were entered through a transaction?

Is it possible to view comments and/or attachments which were entered through a transaction (i.e. transfer, promotion, termination, etc) once the transaction has been processed?  For example, a new manager recalls seeing comments on a Transfer when they received the FYI.  They can't locate the notification now and are asking if we can find the transaction to let her know what the comments said as she wants to use them in the performance review.  Is it possible or should I submit as an idea if others feel this would be valuable?
