Summary

I Why are tasks assigned to multiple users allowed to be worked on without claiming?

Content

If I remember correctly, in Oracle SOA BPM a task that was assigned to multiple users (or a group or role with multiple users) could both be approved/denied/submitted without someone first claiming it. In PCS this does not appear to be the case - users can work on tasks they haven't claimed.  This is a huge issue I need to resolve, because it doesn't keep the audit trail. Can someone please support me on this? How can I enforced that policy?
