Issue enabling mobile view of Payslip

Summary

We are having an issue changing the Payslip view to Mobile enabled. Quick Action and Responsive Administrator Profile are enabled.

Content

We are trying to make the Payslip visible on Mobile Devices.  The Administrator Profile for Payroll Mobile is set to Yes.  The Pay Icon is enabled.  The Quick Action for Payslip is enabled.  However, when we set the Mobile option to Yes for the Payslip Quick Action n the Structure sandbox, this does not actually change the Payslip Quick Action to Mobile enabled after publishing the sandbox.  When we go back in to look at the structure sandbox, the Mobile option has reverted back to No. It is not possible to change it to Yes at all.  This also means
