How to import User to Oracle IDCS by Rest API

While importing users to IDCS by postman i am facing an error sayin that   " Unable to read the \"files/201706280803/Users.csv\" file from the storage service. Error : The input stream received from the Storage server is empty ".  I want to confirm that is there any changes required from my end or something else I have to do? Please suggest.
