Difference between 'Manage Person -> Documents' and 'Manage Document of Records'

Hello,

Can anyone please help?

While 'Manage Person -> Documents' can be used to store information (not the actual document) about citizenship, passport, driver license, visa/permits, 'Manage Document of Records' can be used to store a variety of information along with its actual document.

I would like to know which one should be used - 'Manage Person -> Documents' or 'Manage Document of Records'.
