"Actions" button unavailable on New Person Dashboard

Hi community,
This is likely a security role/privilege issue; hoping someone has seen this before: on the "New Person Dashboard" our "Actions" button is greyed out and unavailable to select (see attached screenshot). I'm guessing maybe this is because I don't have the right security privilege perhaps?
Does anyone know what security role and/or privilege would grant me access to this "Actions" button? We would like to cleanup our Selected Candidates list, but we cannot do so because of this greyed out button.
