How to restrict the shared Learning (ESS)

Hi, 

I want to know how to restrict shared learning items. when an employee publishes a video or tutorial system has an option to  "open" so everyone can see the published video, so my concern is learner can publish anything( good/bad) how can it control it as a learning specialist.
