after creatnig financial plan with one task , then add one resource in it "Materials"  in resource class Material  its standard rate is 1 , and i add effective rate in financial plan then save , after create baseline for financial plan in order to generate budget the rate used in the budget is the standard rate not the effective rate and that behaviour is recently happened and i dont know why it happened suddenly , can any one give my advice so the effective rate can override the standard rate ?
