Create a single Dashboard combining FRS and OTBI reports

We are using a combination of the 2 reporting tools to meet the requirements within our organisation:

1) FRS - Summary Balances report with the ability to drill in to GL or a second FRS report using Related Content (which is now broke in 19D waiting for a fix)

2) OTBI - GL and Transactional Information

Although we have had some success creating a Budget Statement in OTBI using the GL Balances Subject Area it's clear we cannot get the same performance from OTBI as we do from FRS.

I feel there are 2 options we could explore but neither seems possible:
