Cache on Single Page Application Pages

Summary

Users consistently see stale content on pages due to some kind of cache issues (Akamai, browser, etc.). We need a solution to purge this problem.

Content

There is an ongoing issue with all OCC pages as it relates to caching for the end user. We have countless examples of users (both internal and external) that see one piece of content but a different piece of content is actually loaded. 

Example 1:

A banner is set up within a content variation slot. One group of users should see banner A, all other users see banner B. While this works on initial publish, eventually a subset of users are now seeing banner A, even though they should never see it. The only "fix" is clear browser cache or go into incognito mode, where the correct banner (B) displays.
