RUI - Time and Labor Error while adding time card fields

Hello All , 

I am working on converting the Classic UI pages to RUI . RUI is turned on . I am unable to add time card field due to error message 

ERROR: "You have added a dependent time card field, without its independent time card field. Please first add the related independent time card field. 

We had an issue with time submission for which Oracle rep informed that there is a know issue with time submission when there is a multi attribute layout . We are using multi attribute (absence and time ) component layout.
