Extensive OTL/Absence issues

We are an ERP Cloud client using the full suite minus payroll.  We use HCM Cloud with OTL, Absence, Projects, etc.  We have been experiencing an extensive number of issues/errors with time cards since inception/implementation over 6 months ago.  Most seem to stem around the connection with Absence, however that is not the extent of our challenges.  With limited progress around these issues, we are trying to truly distinguishing these issues between Oracle design flaws, system configuration/fast formula issues (we used an implementation partner), Oracle system errors/bugs/etc or process/behavior issues that need redirected.  We are not on the new UI and are
