Request Information - Released problem

When HR Team Claim and Request Information it turns into Released at transaction

Hi All,

Our customer has many HR specialists and they have too many notifications at Bell Notifications. When they click CLAIM and REQUEST INFORMATION process is showing "Released" at the history immediately. Why is this happening? Shouldn't this process stay who claim for it?

You can see in below related screenshot. Unfortunately it is Turkish but you can see Approval History.
