Recommended learning program not working properly

Hi All,

When the manager recommended a learning program to the learner but learning admin enables the access and create that program (Access - Self - service as a requested). so when the learner starts the program, the leaner again needs to request the program form the manager, is there any option to avoid that part. because of its already manager recommended program.
