How to tailor alerts per user - in app or email



Is there a way to allow users to set how they receive notifications for New Item Request tasks (NIR)? 

I set the Notification mode to 'All' in the Administration section of the BPM work list which means that all users in the NIR approval groups will receive both in application notifications and emails.

Is there a way to allow each user to set their notification preference? Or does the setting in BPM work list override all user preferences? 

I am referencing the 19D Implementing Applications document
