Create Baseline option disabled with custom project manager role

After copying standard project manager role, create baseline option is disabled

I see that Create Project Baseline Version role is inherited by Project Management Duty which is inherited by Project Manager role. Also the project management duty role has data security policies to baseline budgets for projects for which they are authorized. This works fine with Project Manager role i.e PM can baseline budgets for projects for which they are project managers, but when we copy the role and assign to project managers, it seems to lose the baseline privilege. Mapped this new role to project manager in Manage Project Roles FSM task, and created new project and assigned new person
