Issue Time Card Required field on Responsive UI while processing hire

We are having issues when processing hourly workers that are coming from recruiting. In the new user interface, there is only the option to select the 'Time Card Required' field once. We have also confirmed that the other field cannot be exposed using page composer or HCM Design Studio. Payroll processes incorrectly because of this as it doesn't look at the time card hours.

After the pending worker is added (processed from recruiting), I checked to see the payroll details region when I edited the pending worker from the ‘New Person’ work area (navigation: new person > located pending worker, select Edit > navigate to employment details train stop > view payroll details > Second payment details region does no values are selected (see screenshot)
