Enterprise onboarding checklist is not triggered for New Hire

I have setup enterprise onboarding checklists (steps attached) for the action Hire. After a hire transaction, I do not see any onboarding tasks for the new hire. The new hire has delivered employee role. What am I doing incorrect?
