We need Learning Initiatives in place for automation of assignments, but also need to respect prior completions

Content

We have a 75 or so courses requiring learning initiatives.  If we configure, they create active assignments for all learners that meet configured criteria.  We are cutting over from a legacy LMS and need to use an extract from there to update actual completion dates and clear out the active assignment for any learners who have completed course in legacy system.

nearly all courses are recurring based on individual anniversary dates.  Retaining completion data with accuracy is important.
