Need to send FYI Notification to the HR Representative in OracleTaleo Imported Notification in Oracl

We have 300+ Business Units and need to send FYI notification to the users accordingly(as per specific BU: AOR)
for "OracleTaleo Imported Notification" approval process. The candidate is coming from Taleo(using seeded integration) in Oracle HCM.
Currently there is no Representative Option and in this approval process unlike others.
The only option we are left with is to create 300+ rules in the approval and send notification to users separately.
This doesn't look to be a feasible solution as the maintenance is too high.
Oracle has confirmed that there is no bulk upload option also to configure the rules and manual configuration is the only option.
