Header alerts in Oracle HCM Cloud

Any way to put alerts as a header to inform people of mass changes?

Hello,

With Oracle moving away from supporting internet explorer, are there any ways to put header alerts at the top of the application if someone is using Internet Explorer explaining that some functionality may not work as intended if the user uses IE and suggest that they use Chrome for the best colleague experience?

There has been some debate about how to communicate this, and if there's an alert header I think it would squash all debate.
