Outside Processing and Generate shipment

Input components in outside processing operation does not appear on shipment

Hello,

Some of our Work definitions include Outside Processing Operations with  Generate Shipment Checkbox cheched. 

We expect the Oracle generate a shipment for components entered at operation level, but only one shipping line is generated , for the outside procesing item.  Do I forgot some setup or is it the standard functionnality, and , in this case, how to track shipment for components shipped to the Outside manufacturer ?
