BIP No Output Message

Hi all - I am familiar with how to set the no output error message on an OTBI report, but am unsure how to do so with a BIP report.

What I am trying to solve is that the report likes to display the error message so far over to the right, that my user needs to scroll if they want to see it.  The problem with this is the scroll bar doesn't always appear (known bug with Oracle, scroll bar comes back when you zoom in/out) and so my user assumes that nothing happened.  I need the error message (to know if it was a SQL error or a no data error, etc.).
