Some new users say they don't receive new user message - is there a log to check?

We can advise users to check their Spam messages if they did not receive a new user email. However we believe there may be some users who did get set up and genuinely didn't receive an email, when other users did. Is there a log to check or a report I can run that will show me all messages that got sent?
