Unable to Delete Advance Control with result as "Data Set" in 19D

I am unable to delete the Advanced control with result as "Data Set". But I am able to delete the Control with result as Incident.

1. I have Inactivated the Advanced control with result as "Data Set" (I have deleted the dependent control prior deleting data set control)

2. In Action > "Delete" Option is not Enabled. 

First time it is enabled and once after click on Delete nothing is happening . Control Remains as is.

From Second time is not even Enabled.

The  UDO from this control is also in INACTIVE state.

Quick help is appreciated if anyone tried this earlier.
