How to make things to finish notifications go away

For example, if an employee submits their goals to their managers it triggers a notification. The notification shows up under the Things to Finish area. If manager goes into the goals area and approves the goals, the notification still sits in the Things to Finish area with two options (Approve or Reject). This is confusing managers because they already approved. Is this suppose to sync?
