NUX: Cannot search for jobs with '&' in first word in MSS

Managers cannot find jobs that have ampersand in first word

An FYI for customers that have jobs with &/ampersand in the first word (like R&D)... when managers try to search for the job in any Quick Action dropdown, it will not display.  Changing the title to 'R and D' for example pops it right up!

Manage Employment (we're still on classic UI tho) is not impacted so our HR Data Entry team has just been manually fixing or doing the data entry.

We have logged SR  3-22341674441 and it's awaiting internal response now as the analyst has confirmed this issue in 19D and 20A at least.
