Manage Spreadsheet Templates option missing in 20A

Hello,

       We have a users that that use the Manage Spreadsheet Templates link under HCM Spreadsheet Data Loader section of the Data Exchange page.  In our test environments that recently upgraded to 20A, this link has disappeared.  Access is the same, roles are the same, but the link is missing from the page.  Has anyone else seen this or know what may have changed in 20A that would have caused this?  Any new security that needs to be added or setup option that needs to be turned on?
