How to restrict Grade access to MSS

Hello All,
We have requirement to restrict Grades based on location/country. Like India Manager should not see US grades.
We have created new Reference data set and new Business Unit and mapped both with each other.
This requirement working for HR Specialist but not working for MSS, has anyone faced this issue before if so how to resolve it.
We raised SR with oracle but still they have not came with concrete answer for this requirement.
We created organization security profile and added exclusion of Business unit based on Oracle suggestions but still this is not working for MSS.
