Pay Type values appearing in all layouts

Hello Experts,

We have multiple pay types. I have created multiple HCM Groups and each of these pay types have assigned it to the relevant HCM Groups.

But when I login as an employee, even if the employee is not eiligible for a particular pay type it is still displays on the Pay type.

The Pay type LOV is displaying all the values.

How do I correct this issue.

My understanding is 

if I have a paytype called Regular and I assign it to Group 1 and Group 2 then if a user who is part of Group 3 should not be able to see this.
