Workforce Compliance Alert not sending notification to Line Manager

Hello Experts,

I have created a Rule Template using the Fast Formula ORA_WFM_WCR_MISSING_TIME_CARD_AP.

Created the Rule and and the Rule set.

I ran the scheduled Process with the parameters, but the notifications getting fired is inconsistent. It fires sometimes and sometimes it does not.

The first time I ran the process it send a notification regarding missing time card for EMployee 1.  The next time I ran the process it send a notification regarding another Employee 2.  Both times I ran the process using the same time period.

The line manager has 5 employee reporting to him but it as of now it has fired just for 2 of them inconsistently.
