We are trying to use Batch Actions REST API for Project Portfolio Management 
Reference: https://docs.oracle.com/en/cloud/saas/project-portfolio-management/19c/fapap/Batch_Actions.html

the aim is instead of submitting a single operation at a time, we can combine multiple operations into a single HTTP request (batch actions) to improve performance.

e.g: the scenario includes creating 10 projects, however, 1 of them has wrong details, thus the Batch Actions is not submitting any records, it's either all or none. it just highlights the error id.
