We have noticed, when doing a funding split on a requisition, if the user splits by amount, rather than percent, in attempt to make the amount an even number, it makes the percentage have a number of significant digits. When this occurs, the requisition does not create a PO, rather it gets stuck in Purchasing and the Buyer is unable to create the PO. The error is: the amount change exceeds the price change tolerance amount specified for the requisitioning business unit. 

When the line is rejected, the user is able to re enter, splitting by an even percentage, and it resolves the error.
