There is a ENH request set for the following:

As per current standard functionality, view purchase agreements requires users to be procurement agent, which limits the flexibility of the module to be used across multiple different users. For the business it would be helpfull to view the purchase agreements if you are not a buyer, and the same as for the purchase orders.

The current status of the bug is "22 - Approved for Future Release". I hope by bringing more awareness to the issue the status will change to implemented in release 20...
