Benefit Eligible - Working Hours Changes

Hi all - we have requirements for our benefit eligible population:
Person Type = Regular Employee, Limited Term Employee, Casual/Seasonal Employee
Assignment Category = Full-time regular, Part-time regular
Working Hours = 20+
If someone were to change their working hours today from less than 20 to 20+, I would like them to appear on a report for changes for the week. Is it possible to do an OTBI or BIP report for this change? I see many posts about how to do Assignment Category Changes but wasn't sure if you can do this same type of reporting on any field?
