Need some extra eyes on the following scenario. The intent is business is deploying Requisitions with approval workflow into an environment that did not use requisitions prior to now. Need rules that can apply based on if the PO has backing requisition or not.

Created PO for amount 1,000 with one line that contains Requester name and does not have a requisition reference.

Expected rule to apply and build workflow based on first nested condition of 'All Lines have Backing Requisition Equals No'

Following rule condition fails to create approval workflow:

Requester Is not blank
