Unable to approve courses as a manager

Hello,

we have the following problem:

We have created a course that requieres an approval to enroll. After the employee applies for approval, the Manager is unable to issue the approval. We would expect to be able to grant approval by clicking at the button "Manage approval". But the button is grayed out and not selectable. (please see attachment)

How can we ensure that the Manager can issue approvals?
