What criteria is used to prioritize assignments, particularly when waitlist is involved?

Summary

When Learner Criteria contains multiple employees, how does OLC decide what order to process assignments in?

Content

Hi folks!  I have an open SR on this, but am hoping someone here knows the answer:

We have configured 1st in 1st out as our default waitlist setting. We are unable to determine what logic is assigning order when a Manager assigns a group of people to a course where max capacity is reached.

For instance: Manager assigns 8 people to an offering that has a max capacity of 2. Two employees are added and 6 are assigned to waitlist status, but we cannot identify any logic behind which two were assigned to the Offering vs. who was waitlisted and what order on the waitlist they were assigned.
